There are some aspects of panarchism and ploycentrism in many modern geopolitical conformations. Seems like I recall Elinor Ostrom writing about it. I like your bias against monoculture, but I would take it farther. Modern, complex societies are ecosystems of institutions and subcultures, markets and commons. Requisite variety, sunsidiarity, and eliminating externalities are the most important principles, IMO. But I would not struggle too hard to avoid natural monopolies as long as they were locally modular and democratically owned and operated.
